The following information comes from Section 36 of the Local Government Elections Act:

Eligibility to vote

36(1) A person is eligible to vote in a municipality or school division who, on election day:
(a) is a Canadian citizen;
(b) is at least 18 years of age;
(c) in the case of a municipality other than a resort village or rural municipality, has resided in Saskatchewan for at least six consecutive months immediately preceding the day of the election and: 
i) has resided in the municipality, or on land now in the municipality, for at least three consecutive months immediately preceding the day of the election; or
(ii) is the owner of assessable land in the municipality, or land now situated in the municipality, for at least three consecutive months immediately preceding the day of the election;
(d) subject to subsection

(2), in the case of a school division:
(i) has resided in Saskatchewan for at least six consecutive months immediately preceding the day of the election; and
(ii) has resided in the school division, or land now in the school division, for at least three consecutive months immediately preceding the day of the election

Ensure your identification is acceptable.

Examples include:

• A valid Saskatchewan Driver’s Licence. (If you still have a two-piece licence, make sure you have both pieces).
• A valid Saskatchewan ID card issued by SGI or any motor licence issuer. (Available for $10 or free for seniors).
• Any other valid government issued photo ID issued by a Canadian government whether federal, provincial or municipal, or an agency of that government, so long as it includes your name and address.

Non-Photo ID Options

If you don’t have photo identification and are unable to obtain photo-ID before Election Day, you can present two other pieces of information, as long as both contain your name and at least one contains your address. Examples include:

• Valid ID cards or certificates issued by the Canadian or Saskatchewan government, a Saskatchewan municipality or school division, a Saskatchewan Indian band, the Métis Nation of Saskatchewan or an agency of one of these entities.
• Personal correspondence, benefit/contribution statements and tax/assessment notices issued by any of the above entities.
• Bank/credit union cards, credit cards and statements.
• Utility bills and statements issued within six months of the date of the election.
• Personalized attestation of residence, letter of stay or admission form issued by a seniors or student residence, long term care or shelter facility.

 Identification that would NOT be acceptable as proof of identity includes:

• ID that is expired.
• ID that is not original (copied or otherwise reproduced).
• A general (not personal) attestation of residence, class or membership lists and other documents showing multiple names.

* Information that is issued monthly (utility bills, bank statements) must be dated within six months preceding election day to be acceptable and information issued annually (property tax bill) must be dated within the same year the election is being held.

Where to get proper identification

• Obtain a Driver’s Licence or Non-Driver’s Photo ID from SGI.
• Find a driver’s licence and photo ID issuer in your part of the province.
• If you reside at a long term care facility, senior or student residence or currently utilize a shelter facility or soup kitchen, you can have the responsible authority of the facility provide you with a Certification of Identity and Residence form.

The Vouching Process

A person without acceptable ID but who is accompanied by another voter who has acceptable ID and is entitled to vote at the same polling place can be vouched for by that individual using the form available at the polling station from an election official.

Persons who qualify for vouching are:

• spouse
• father
• mother
• grandfather
• grandmother
• stepfather
• stepmother
• father-in-law
• mother-in-law
• brother
• sister
• brother-in-law
• sister-in-law
• son
• daughter
• stepson
• stepdaughter
• son-in-law
• daughter-in-law
• grandson
• granddaughter

Please Note: A voter with acceptable ID may only vouch for one other person, except for immediate family members living at the same address as the voucher.

• A person who has been vouched for cannot vouch for another voter.
• Election officials, candidates and candidate’s agents are prohibited from vouching.

 2020-2028 Mail-In Ballot Bylaw

All eligible voters have the option to apply for mail in ballot.

Applications for mail-in ballots are accepted between September 10, 2020 and November 9, 2020. Ballots will be mailed out with instructions in mid-late October and must be received at the Election Office before 4:30p.m. on Election Day in order to be counted.

Because the City of Estevan doesn’t maintain a voters list, all eligible voters are required to fill out Form R.

Applying from home:

Voters can apply for a mail-in ballot from the comfort of their home by sending their application by email, mail or electronic means, you may also apply in-person by coming into City Hall.

• Download, fill out and sign the  application form
• Have your government-issued photo ID with your signature verified and registration form witnessed by someone on the approved list of witnesses
• Send your signed registration form and a copy of your photo ID with a signature to Elections Regina:

Voters may drop off their application with a copy of government-issued photo ID anytime during office hours Monday to Friday 8:00 a.m. – 4:30 p.m. City Hall.

Electronic Registration
City of Estevan will review all applications. If the application does not meet the identification requirements or is insufficient or illegible, applicants will be asked to submit their application in-person.

Important Information:

Advance Poll information will be released closer to the next election date.

City Council has established a mobile poll for voting voters who, due to disability or limited mobility, are unable to leave their residence to vote at an established polling place.

Due to Covid-19, Mobile Poles have moved to a Mail-In Ballot option. Please see Mail-In Ballot information.

Becoming a member of the council is a challenging and rewarding experience. As an elected official, you will have the opportunity to influence the future of our community. You will be expected to represent the local community and act on its behalf.

As a member of the council, there will be demands on your time, energy, and commitment. In addition to regular meetings, will you be required to attend special meetings, committee and board meetings, and various public meetings and functions.

If elected as a member of the council or a school board trustee, you will be expected to serve a 4-year term. Your term of office begins at the first meeting of the council or board following the general election. It continues until the first meeting of the council or board following the next general election.
