Utility Rates
Utility Rates are designed to cover the operations (treatment, storage, pumpage and distribution) and capital projects related to water quality and regulatory requirements.
The water and wastewater service charges are based on water meter size to reflect the demand placed on the utilities. The water, wastewater, and infrastructure volumetric charges are based on consumption and are designed to encourage conservation.
The infrastructure charges are for the capital replacement of the water distribution and wastewater collection systems, roadway damage associated with the utility, and water and wastewater upgrades to serve redevelopment in existing core areas. Minimum charges equal to the service charges apply to the water and wastewater portions of the bill.
Note that the following information required pursuant to section 54 of the Municipalities Regulations is available for inspection at City Hall during regular office hours:
- Waterworks rate policy and capital investment strategy.
- 2021 waterworks financial overview as per the above.
- Current reserves.
- Most recent waterworks independent engineering assessment.
- Capital plans for waterworks infrastructure projects and sources of funding
Rates list below are effective July 1, 2020.
*Sewer Consumption rates below are applicable October-April, then $1.13 from May-September.

*Deposits are required on all property accounts and are required to be paid before appointments are booked for renters and new installations. Amounts based on meter size.

For residential properties, all fixed rates apply regardless of water used.
- Garbage and recycling are mandatory, as in City Bylaws, for all residential properties with active water accounts, regardless if being used or not.
- A residential bill should contain 9 services rates provided.
