The municipal mill rates are determined when the City calculates how much property tax revenue is needed for operating and capital costs for the year. It is then determined by council as to what portion of the property taxes are to be collected from Commercial and Residential Properties. The total revenue required is then divided by the taxable assessment, determining the mill rate. The mill rate may change from year to year depending on the tax revenue required and changes to the assessment base.
